Bodycam footage shows the moments Rhode Island police found Matthew Reilly passed out in the driver’s seat of his car with an alleged crack pipe in his hand on Monday. Authorities said Reilly, a now-former Cranston City council member, was arrested and charged with drug possession after the substance found in his car tested positive for crack cocaine and fentanyl.
The 41-year-old politician resigned from the city council and his position as chairman of the Cranston Republican Party Thursday after pressure from the mayor and other council members.

Yes, the police most likely can bust this guy.
He was passed out parked somewhere in public. I'm sure they had to check to see that he wasn't dead or OD'ing in the car. His crackpipe was in his hand, in plain view.
Probable cause all over that dumb fucker.

I saw OP's video last week while going down a YouTube rabbit hole about these type of arrests -- mayors, city councilmembers, LEO, etc. under the influence. This one is actually kinda boring after the first minute or two of the encounter, compared to most I've seen. Although high on crack (or rather, coming off a crack-high), the councilmember was cooperative, forthcoming & calm throughout....which is no fun, at all! The drunks are far more combative, dramatic & entertaining.
